Mr. LaMay called the meeting to order at 7:00 p.m.
Mr. LaMay led in the pledge.
III. MINUTES None
IV. PUBLIC WORKS
Mr. Bonin explained to the board that the front loader has a higher lift than a backhoe and with attachments, can grab bundles of brush. He noted that the average life of this machine is 6K hours. He also noted that the annual maintenance would be approximately $2,400; an oil change would be $500.
A motion by Mr. Thorpe to consider the purchase of a loader, seconded by Mr. O’Nell was so VOTED unanimously.
Mr. Fortuna explained to the finance board that the plan for payment of the new loader would be to use the $50K from the Public Works sinking fund plus $105K from the Municipal Reserve fund. Mr. Fortuna noted that he started the Public Works sinking fund 2 years ago. There is currently $90K in that fund.
A motion to purchase the front loader from the Public Works sinking fund and the Municipal Reserve fund was made by Mr. Thorpe, seconded by Mr. O’Nell was so VOTED unanimously.
V. TREASURER REPORT
Mr. Fish noted that the Auditors will start tomorrow, July 22, 2015. He briefly spoke on expenditures and revenues. Mr. Fish noted that taxes continue to come in well. Total taxes received at year end will be above budget. State of CT payments to Old Saybrook are back on budget. Local revenues are normal, continuing to run higher than last year. Mr. Fish commented that we should end up with a surplus for the General Fund budget.
Mr. LaMay thanked Mr. Fish.
VI SELECTMAN REPORT
Mr. Fortuna reported briefly on the following:
- Building Inspector vehicle; looking for truck to replace 2003 Crown Victoria;
- CIRMA – returned insurance check for $21k;
- Brownfield Assessment grant – a PO for $114k was issued to begin work this summer;
- Trees – will have Tree Warden in to BOF meeting; will ask BOF to appropriate $25K - $30K;
- Plantings at guardrail on North Cove Road; request add to agenda
A motion made by Mr. Thorpe to add “Historical Commission carry over monies for plantings” was seconded by Mr. Stevenson and was so VOTED unanimously.
A motion to carry over $2,000 in the Historical Commission 2014-2015 budget to the 2015-2016 budget to use for plantings by guardrail on North Cove road was made by Mr. Thorpe, seconded by Mr. Stevenson. Motion carried 4-2-0.
Mr. LaMay thanked Mr. Fortuna.
VII. PUBLIC COMMENT
Comments from the public were briefly the following:
- Police boat; is there a need for police presence;
- How much should town be putting into this asset; should be citizens input;
- Truck for Building Inspector; cost;
